Rungwe. Officials in all districts in Mbeya Region have been restricted from travelling outside their region until they complete the setting aside land for industrial investment in their respective councils.

The directive was issued by Mbeya Regional Commissioner Amos Makalla on Friday evening during an event in Busokelo, Rungwe District where he was receiving the 2016/17 Controller Auditor General (CAG) report.

Mr Makalla said that it was prohibited for any local council leader to attend seminars organized outside their regions until he satisfies himself that the particular leader has completed the allocation of land for industrial purposes.

The order became effective from Friday when he made the announcement.

He said that he was aware of cases where majority of the district authorities were spending most of their time engaging in seminars instead of giving priority to developmental planning and implementation.

“From now on, I have banned seminars outside this region for all district commissioners, district executive directors and planning officers. I won’t accept any more leave letters for seminars before the President’s directive on industrialisation is implemented,’’ he said.

He said the President’s directive was not being implemented partly because of political interference, whereby there was minimal involvement of ward councilors.

Mr Makalla was backing ward councilors in the region, saying he now wants them to be fully involved in making decisions on various developmental projects, especially in establishing such projects as small scale industries and dispensaries.

Rungwe District Commissioner Julius Chalya said the order would be implemented, but he expressed his concerns that his district did not have enough land for setting up industrial zones and that by yesterday, there was only a total of 17 hectares for that purpose.
