Monitoring, Evaluation, Accountability and Learning (MEAL )
Coordinator Child Protection program

*CHILD SAFEGUARDING:*
Level 3 – the responsibilities of the post may require the post holder
to have regular contact with or access to children or young people.

*ROLE PURPOSE: *
MEAL Coordinator for the Child Protection program in Zanzibar field
office will lead on the design, implementation and management of a
monitoring, evaluation, accountability and learning framework for all of
the Child Protection projects (and other projects in Zanzibar as
requested). MEAL Coordinator will support the Zanzibar representative,
Child Protection Program Manager and Monitoring and Evaluation
Specialist in the use of program evidence and learning for decision
making, accountability and continual improvement of overall programs,
advocacy and popular mobilization.

*Reporting Structure*
MEAL Coordinator for Child Protection will be directly line managed by
the MEAL Specialist in Dar es Salaam with dotted line management by the
Zanzibar Child Protection/ Child Rights Governance (CRG) Program
Manager. The MEAL Coordinator for the Child protection program will
closely work with the Department of Program Development and Quality as
well as the Department of Program implementation in Dar es Salaam, Save
the Children Member Technical Advisors, Award Management Unit,
Communication, Advocacy and Finance Team. Externally, the MEAL
Coordinator will work with government and other partners at all levels,
children and young people, parents, community, donors, consultants other
NGOs and academics.

*SCOPE OF ROLE: *
*Reports to: *MEAL Specialist in Dar es Salaam with dotted line
management by the Zanzibar Child Protection/ CRG Program Manager.

*Dimensions*:
*Staff directly reporting to this post: Child Protection MEAL Assistant
(tbc)*

*KEY AREAS OF ACCOUNTABILITY:*
* Contributes to design and implements MEAL frameworks for projects in
Zanzibar, with priority given to the SIDA projects and other child
protection projects to ensure the frameworks meet all SCI child
protection and other technical global requirements. The MEAL
frameworks for Zanzibar should at the same time be in alignment with
the overall program, donor and partner information needs.
* Leads implementation of the MEAL pilot for the VAC projects in
Zanzibar: monitoring on program indicators and minimum quality
standards for all program activities and reporting in accordance
with them; establish accountability mechanism to gather/respond to
feedback from beneficiaries (with particular emphasis on children’s
participation); set up learning mechanisms (explore research,
evaluation and learning needs and organise capacity building sessions).
* In close collaboration with MEAL Specialist documents learning from
implementation of the MEAL work in Child Protection in Zanzibar
* Based on MEAL pilot learning, contributes to development of Tanzania
MEAL Strategy.
* Conducts periodic MEAL self-assessments in collaboration with PDQ
team and designs action plans in agreement with Child Protection and
Zanzibar Program Manager and Program staff.
* In close collaboration with MEAL Specialist, develops project MEAL
Plans in line with SCI standards, and leads on implementation of
MEAL Plans and budgets; including development of quality data
collection tools, data storage and validation mechanisms and
reporting tools, for all projects in Zanzibar.
* Provides necessary training and on-job support and supervision to
staff and/or partners on use of the relevant MEAL tools and
documentation of work.
* Leads on timely compilation, analysis, synthesis and quality
internal and external reporting of all projects using SCI Child
Protection and other relevant Global Indicators, minimum standards
and MEAL Plans.
* Coordinates timely submission of data from partners and other
program staff. Maintains and updates data software and the output
trackers for all relevant data.
* Continually strengthens monitoring and evaluation of projects as per
Save the Children Theory of Change as well as donor requirements.
* Contributes to design and implementation of periodic evaluation
activities in line with the SCI Evaluation Guidelines including
baseline surveys, research and evaluations in Zanzibar.
* Supports the implementation of a data management system to inform
planning, implementation, monitoring and evaluation of the projects.
* Supports Zanzibar Programme Manager, Child Protection Program
Manager and programme team in the regular analysis and use of data
for decision making, management and learning, and advocacy and
popular mobilization activities.
* Undertakes regular visits to field locations to support and
implement MEAL processes.
* Ensures that SCI Global Indicators and MEAL needs are incorporated
into new child protection and other proposals relating to Zanzibar.
* Participates in planning and budgeting of MEAL components in the new
proposals (3-10% of the total budget of development projects and
5-10% for the humanitarian projects).

*Emergency Responsibilities *

Save the Children Tanzania (SCI) will respond to any emergency
situations that puts at great risk the survival, protection, and
well-being of significant numbers of children, resulting from natural
disasters, conflicts, population movements and where particularly
vulnerable communities are found to be in acute need. In executing an
emergency response, SCI will endeavour to respond within 72 hours of a
sudden catastrophic event. With this SCI through the line manager at any
point of emergency may assign the post holder with emergency
responsibility role outside of the normal JD or area of work if
required, however no staff will be forced against their will to work
anywhere that they deem unsafe or insecure.

*Child Safeguarding Responsibilities*
The post holder has the responsibility to fully understand the
provisions of Child Safeguarding Policy and its 3 complimentary policies
(Child Participation, Local Procedures and Reporting Abuse); to conduct
him/herself in accordance with the Policy rules and to ensure that the
way the work is carried out does not put children at risk.

*QUALIFICATIONS AND EXPERIENCE*
* Commitment to and understanding of Save the Children’s vision,
mission and values including rights-based approaches

* At least 3 years of Experience in developing M&E systems for
multi-partner, multi-site programmes and partners
* University bachelor or higher degree in program monitoring and
evaluation, sociology, social science or any related fields
* Experience in planning, monitoring and evaluation, audits, reviews
related to Child Protection programmes, with practical experience of
developing real time evaluations, assessment systems and researches
and also undertaking evaluations or participating in/leading
evaluation/review/research teams
* Demonstrable understanding of planning, monitoring, evaluation and
accountability initiatives
* Skills in designing and implementing information management
* Good organisational skills, evidence of organised and systematic
approach to work and information management.
* Experience in capacity building.
* Strong interpersonal and organisational skills, and ability to work
under pressure
* Proven analytical and problem solving skills
* Excellent verbal and written skills in Swahili language and good
written and spoken English
* Strong computer proficiency, particularly with Microsoft Excel and
Word, and ability to use computer programs to collect, document and
share assessment and monitoring results
* Ability and willingness to travel to project locations across Tanzania.
* Commitment to and understanding of Save the Children’s aims, values
and principles.

* Fluency in written and spoken English.
